The rich world is flirting with fiscal disaster

Across the rich world, investors are making governments pay up. Bond yields have risen in Britain, France, Germany and Japan. On September 14th the yield on ten-year American Treasuries exceeded 5%, the highest it has been in two decades. The median yield on rich countries’ ten-year government bonds is above 4%, its highest in more than 15 years and roughly five times its average in 2015-21 .

More worrying, borrowing costs are rising at a time when countries’ debts are higher than ever. Gross public debt as a share of GDP in advanced economies stands near 110%, up from around 70% in the early 2000s. In America it has more than doubled over that period; in Britain it has nearly tripled. There is little appetite for belt-tightening. America is expected to run a deficit of around 6% of GDP this year and France of more than 5%.

1. Bonds-and-chain

标题改写了ball and chain。后者原指拴在囚犯脚上的铁球和锁链,后来也可指沉重束缚;作者把 ball 换成 bonds,债券就成了政府脚上的锁链。所以翻译处理成“债务枷锁”即可,没有必要硬凑硬凑双关。

2. make governments pay up

pay up 常指把欠款或该付的钱付清。这里不是说投资者直接惩罚政府,而是债券买家要求更高收益率,政府必须为借钱支付更高代价。例句:

Years of heavy borrowing are now making governments pay up.

多年的大举借债,如今正让各国政府付出代价。


3. little appetite for belt-tightening

appetite 在这里是“意愿”,belt-tightening 字面上是“勒紧腰带”,财经语境中指削减支出、加税或收紧财政。整句说的是:债务压力已经很重,政治上却没人愿意动刀。

With an election approaching, politicians have little appetite for belt-tightening.

大选临近,政界几乎没有收紧财政的意愿。

长难句解析

America is expected to run a deficit of around 6% of GDP this year and France of more than 5%.

先看前半句:America is expected to run a deficit of around 6% of GDP,预计美国今年的财政赤字约占GDP的6%。

难点在省略:France of more than 5% 为避免重复,省略了 is expected to run a deficit。补完整就是:France is expected to run a deficit of more than 5% of GDP

翻译点拨:翻译的时候不必重复整套谓语,直接译成“美国约为6%,法国则超过5%”即可,既保留了对比,也更加简洁。

写作和翻译迁移

雅思写作:Task 1 写一个数字达到多年高点,并与过去平均值比较,可以直接用这套结构,例如:

The figure rose above 4%, its highest in 15 years and roughly five times its earlier average.

这一数字升至4%以上,创15年来新高,约为此前平均水平的五倍。

考研写作:写公共支出、财政压力或人口老龄化时,可以把“借贷成本上升—政策空间缩小”这层关系写进去,例如:
